Opened a support case for that as some of you, describing I excluded any potential hardware problem (tested with 3 different hosts and 3 different clients and 5 different controllers), so let's hope they will start investigate ASAP.
I have three windows PCs in the house and tested streaming to and from each of them. Streaming always produced the issue, while local play had no issues.
I hope they fix this soon, as remote play is a great accessibility feature for my partner, whose disability makes it hard for her to sit up at the computer desk for our co op play sessions.

Update is out, put your Steam Client on "Beta and it's working. :)
You opted into the beta right? It's not a normal server update
tested with xbox series S and 8bitdo joystick 2.4ghz and bluetooth and
gamesir x2 pro xbox usb C on my Smartphone
