steam\logs\streaming_log.txt
it will show where the lag is coming from
network, encode, decode etc..
if its network
make sure windows network is set to private not public
any vpn is disabled
if using wifi, make sure wifi isolation is disabled on the router
steam -> settings -> remote play -> allow direct = all/auto/my not disabled
any of those will force steam to use their internet relays and your isp upload and download for the stream
