Local system not available / discoverable, in same subnet, both Win10
I have a desktop and a laptop, both plugged into their nearby router, both 1Ghz working.
If 1 host is slow and fails to maintain connection, it could be the NIC or cable.

(I have 2 normal wifi routers, 1 in extender mode, 5Ghz band between them. I used to have to connect both devices wifi to either wifi.
If you have 1 physically plugged and 1 on wifi, this is a possible fix for any pair that are pinging.)

They could ping but could not link. Another site said it was TAP network devices in "Network Connections" or "Device Manager" (easier to test by disabling in "Network Connections" (control panel>network and sharing center>change adapter settings)

I have a Gigabyte Network Manager app with WinPcap load-balancing, VMWare, and NordVPN...so I have 6 things other than Eth/wifi to disable and test.

What interfered with Steam "..available", though I never saw it occupying port 27036 in Resource Monitor, was NORDLYNX.

So Disable at least Nordlynx and any TAP devices you don't use and restart Steam on that same device.

make sure windows network is set to private not public
both should get a similar ip, 192.168.same.different
and ping each other

if using wifi, check the router settings, make sure wifi isolation is disabled

vpn is another thing, that prevents it from talking directly to other lan devices
