Basically, Steam refuses to use hardware decoding on my client laptop, and I can't figure out why. Any ideas?
Client computer is a Toshiba Satellite L505D with dual core process, 3 or 4 GB RAM and an ATI Radeon 3100 integrated GPU.
According to the manufacturer, this GPU has UVD enabled, which should mean I should be able to use hardware decoding, but it's simply not working...

and client is my laptop HP Probook 4530s ( Core i5 + HD 3000 )
and its giving following msgs i.e Slow Capturing , Slow encoding etc etc
game loads perfectly .. but graphics quality is not as good as @ hosting side and gameplay is laggy ....
is it possible to get gameplay and graphics quality as good as Nvidia Shield ?
Suggest me how i can improve in home streaming ?
this sounds like the decoder that is supplied doesn't include a h.264, so you can turn down resolution or turn down bitrate or upgrade your client. I would try lowering my bitrate first if you can deal with the degraded picture quality than i'd go with that. lowering resolution should be through the in-game settings this will have to be done while lowering your bitrate (second best option), your CPU is having a hard time decoding the amount of data that is comming over the network. This may also be the best looking option if you are sitting away from the screen aka TV. finally if you can't live with the preformance that your client is able to decode you can usually pick up good clients on the cheap today.

But according to the manufacturer, the Radeon 3100 Mobility does have H.264 decoding. That's why I can't understand why it's not working :(
I will eventually update my client but in the meantime I'd like to experiment more with this laptop.

notice that the log reports ATI Radeon 3100 Graphics and not ATI Radeon HD3100 Graphics.

it is probably using the whole gpu to playback that standard.
Looks like it's time to upgrade my client, then. Any suggestions for a cheap-but-good laptop that can handle 1080p streaming?
