be sure to set the correct config in windows audio control panel
disable all unused devices
(windows often has trouble swapping between last used devices after one is removed when more than 2 are enabled)
steam can capture from its launched game or using streaming speakers
if your sound and mic/voip are both set to streaming speakers, it may be capturing twice
I'm not sure I fully understand, but I when I look at my audio panel it only shows the Steam Streaming Speakers are outputting audio when I stream to my iPad or earbuds. Oddly enough, switching to my TV speakers while streaming causes no echo, but obviously that's useless for what I need
When I test the speakers on Stereo setting, it seems like only the right channel starts to echo. Mono is only marginally better, but there's a faint reverb in the background, and 5.1 surround sound has no echo but gets screechy
grab the correct drivers from the mobo or oem site
