Unable to stream with Steam Link App above 1080p

I have tried with both the raspberry pi app as well as the app for my TV. No matter the target resolution I set in the options, it defaults to 1080p in games, so I guess the problem is arising at my host computer? If I try to adjust the stream settings mid stream, it becomes a jumbled artifacting mess. My host machine is a dual monitor setup, with a 1080p and a 1440p monitor, I have even tried unplugging the 1080p display to see if that would make a difference.

My system is wired directly to the same network as the TV and the Pi, and network tests set the cap at 90MB/s. It's GPU is a 3080. I'm really confused at this point, I've tried all the host options relevant to picture quality on and off and none seem to make a difference.

pi4 should be able to do 4k
as long as the host is capable of a 1440p-4k display/emulation

on the host and client
steam -> settings -> remote play -> [client options] -> limit res to -> tv or max res
