Resolved: Steam Remote Play not working with Lenovo Legion host rig

I am sharing a solution to an issue with Steam in-home streaming that is not covered by any troubleshooting guides I've found.

The problem observed was that I would select to "Stream" a game from my host (Lenovo Legion gaming laptop) to my media PC, but then a loading screen would show, there would be a blip of sound, but the game would refuse to start, and eventually disconnect.

After trying all the troubleshooting steps in the Remote Play FAQ (and several other guides), it was discovered that a setting in "Lenovo Vantage" (a preinstalled system optimization tool) was interfering with the stream. The solution was to disable "Network Boost".

This also works if you are having issues streaming steam games to twitch. For some reason it wasn't affecting XBOX games so I assumed it was a steam issue. But this setting was throttling my internet when I launched a game through steam and preventing me from streaming.

if remote play is trying to use steams internet relays

make sure host and client are on same subnet (192.168.same.different)
windows network is set to private not public
if using wifi, disable routers wifi isolation setting
and steam -> settings -> remote play -> allow direct connection is not disabled
