Report a translation problem
My host is windows 10 with an NVidia GPU. My client is a Linux machine with integrated intel GPU. It does not matter if I enable or disable hardware encoding/decoding or NVFBC capture.

I'm 100% sure it's not the TV/hdmi. If I resize the steaming client window the rest of the screen looks fine.
I had opted into the Steam Beta program for the client. I turned off the Steam Beta (Settings -> Account -> Beta Participation) and my colours came back to normal.
Also, I found that turning on the Performance Overlay on the Client Settings actually "fixed" the issue (but left me with a running FPS monitor in the bottom left that I could only minimize with F6, not remove entirely.)
