Having the same exact issue. Can we get some Valve support on this? Very frustrating to have everything work except for the game itself.

Have you tried plugging in two controllers into your game locally to see if it works? might be game thing rather than a remote together thing.
Not 100% true as it can work.
I was playing blazblue CF the other day, 1st time trying it and it worked perfectly. I was using keyboard, friend using controller.
Was a surprise cause when trying to play blazblue CT it would not work at all.
However today we went to play BBCF again and it no longer would work.
I tried everything. even multiple controllers plugged in on my side.
So yes it can work, but I have no idea what kind of condition needs to be met to make it so.
Meanwhile Tekken 7, flawless. Not sure what that game does to make it so controllers are "forced" but hey.

But me and my friend tried with an xbox input and a direct input playing Fight'n Rage and it worked!
So... I think if the game supports direct input and xbox input it's possible to play with two controllers

This doesn't work either. When another controller input is added, the system thinks it is the same controller input and doesn't let it work
