I added dolphin
How do I enable remote play with dolphin on steam? there should be a way?

Dolphin has its own remote-play type function, but only if everyone you are playing with has Dolphin.

To do this, click Tools, then start Net Play on Dolphin.
There are plenty of tutorials on how to do this on Youtube.

so I can't add 3rd party games to steam? thats pretty annoying.. why can't steam just mimic x-input and call it a day.

pick on [+] add a game (bottom left corner of steam desktop client)-> non steam game

in dolphin you will need to map controls for the remote player
