GTX 1070, Windows 10, Latest NVIDIA Driver (376.09)
Meaning, NVFBC copies the frame buffer from the GPU and NVENC encodes that frame buffer to be sent over to the client.
Anyways, that said, I've seen unofficial scripts about forcing NVFBC. For example, you can see

for his third-party solution. I'll try an update this post if I find any other information on the subject.
I just went back to 2.11 and NVFBC started working again! I wonder if nvidia somehow intentionally or unintentionally screwed up the encoding with the new version. Maybe it's a bug in the Steam client itself??
Anyway, for now, I recommend sticking with the 2.11 version of GeForce experience. My fps drops from 60 to 30 if the NVFBC is not used, so I need it to work.
UPDATE:
Looks like the issue is actually driver related. I rolled back to 375.76 and it works. I know it doesn't work with the latest 376.09. Hopefully NVIDIA is aware of the issue
