How to set Intel Quick Sync for decoding?
Host PC:

OS: Win10 64Bit
CPU: Intel Core i7 - 4790k, 8x 4.60GHz OC
GPU: Gigabyte GeForce GTX 970 G1 Gaming, 4GB GDDR5
RAM: 16GB
Motherboard: Gigabyte GA-Z97X-UD3H

Client Tablet:

OS: Win10 32Bit
CPU: Atom X5-Z8300, 4x 1.84GHz
GPU: Intel HD Graphics
RAM: 2GB

Encoding via Quick Sync does work on both machines, but I can't make Quick Sync do the decoding.

Streaming works really well via ethernet cable (1080p 60FPS, 0.00% package & frame loss, <1ms Input latency), but I have 20-30ms display latency on the Tablet, the encoding latency is only about 8ms, network is 1ms, decoding takes about 11-21ms so I want to see if Quick Sync for decoding decreases the latency.

Is HW decoding enabled on the client?

HW decoding is disabled on the client.

Encoder (PC) is shown as Intel QuickSync D3D11
Decoder (Tablet) is shown as libavcodec software decoding with 4 threads

If I try to use the Tablet as the Encoder and the PC as the Decoder for testing, then the exact same happens mirrored. The Tablet encodes via QuickSync, the PC decodes via libavcodec software decoding with 4 threads.

So enable it then.

With HW decoding it shows "DXVA: H.264 variable-length decoder, no film grain technology"

I don't think steam has developed a way to enable quick sync decoding which spoils all the gains of quick sync.

On the other hand, does anyone know to enable NVIDIA decoding on an Optimus Laptop?
