Fallout 4 does allow for romancing some of the female companions, but I thought it was the weakest of the single player Fallout Games put out by Bethesda.
I even heard that Fallout 76 (the online mess by Bethesda) may allow for romance for a couple companions when the Wastelanders update comes out.
Other games have it, but can also screw it up like in the Assassin's Creed set in ancient Greece. One of the DLCs forced the player to bear a child, negating any choices to that point.
Finally, some games may only allow a single female romance like Greedfall.
It's not perfect because Steam requires devs to pick from the "Main" genre tags when they submit a game, and VN is not a main genre tag, so ALL VNs are also tagged as other random things. (simulation/casual/adventure being the most common ones)
But if you tick 'Action', for example, you should see a lot of titles that aren't VNs (And a few that are because see above problem).
Obviously to get heavy on the *romance* you generally need a narrative-heavy game, which will limit your genre options.

I personally like the Hella Yuri genres:
(1) Strategy
(2) RPG
(3) Puzzle
Not really an action gamer as in bed I am very methodical with my lesbian adventures to bring all players to maximum climax at the right time. Only time I'm an action gamer is in bars, alley ways, parks getting interest peaked before pursuing more on home plate for multiple home runs.
As far as Adult Yuri VN, you can't go wrong with "A Kiss for the Petals - Maidens of Michael"
Yep its Eroge NSFW with incredible multiple Yuri romances having sexually emotional characters

It's also a dungeon crawler. And I enjoyed it more than Sakura Dungeon.

And of course, there are too the farming/life sim, where you can choose to play as female and romance females.
Like in Stardew Valley, World's Dawn or My Time at Portia.
The reason for that is because the curator's other categories are simply picked recommendations that don't reflect the entirety of all games that are available.
There's also just the fact that LGBT gamedevs are a minority among minorities, so the tools and skills the average individual has are often limited. VNs/RPGMaker games are just the most beginner-accessible options in that situation.
However, I'm the head of a small lesbian indie dev group and we're doing our part to push against the trend with our projects, focusing on action games and RPGs, but, well... who knows if we'll make it out there.
Anyway, if you're willing to do a bit more digging outside of Steam, keep an eye on itch.io as well. People there will occasionally host lesbian/LGBT-centric game jams which usually get a few non-VN entries (I've submitted work to a few of these myself).
I don't have any particularly strong recommendations of my own unfortunately, but good luck in your searches out there!!
Divinity 2: 2 female romance options, if you create your own character, 1 if you use one of the premade options. This is also just a genuinely excellent RPG.
Pillars of Eternity 2: 1 female romance option (There may be 2, I can't remember 100%) Also a great RPG in general.
Mass Effect and Dragon Age series are also obvious choices.
If you are okay with modding, Knights of the Old Republic, has a very easy to apply mod that makes Bastilla romancible by a female protagonist and is quite well done.
Choice of Script games are not for everyone, but I very highly recommend both
The Wayhaven Chronicles
Fallen Hero series
Both of these are probably the best written CoS games I have ever played and do character relationships incredibly well. Wayhaven Chronicles in particular has a very strong focus on relationships.
I just finished the second wayhaven, and dropped more than one f bomb when I realized I needed to wait for the 3rd :D I really enjoyed that one. I will absolutely check out Fallen Hero - if its anything like Wayhaven I know I'll love it! Thank you so much for the recommendations! I've played Mass Effect (the first one) quite a while ago, liked it, I should probably replay before I try to hit up the later ones. Dragon Age....oh my DRAGON AGE ...I thought Liliana was nuts when I first added her to my party but she certainly grew on me, flirting with her was ....fun isnt quite the right word but I think that was the first time a game had tugged on my heartstrings like that. Courting Josephine in Inquisition was fun and another nudge to the feels, but more ...fluffy? After all that Liliana had said about her being a "novice to love" I thought they'd explore the whole first love/first relationship side, was bummed that they didnt. I could NOT get into the officially lesbian character in that one. She was just annoying :( Funny sometimes, but I'll admit I checked out her character just to see how that storyline went but it just didnt hit me emotionally, you know?
I've been watching Divinity 2 and Pillars 2 - I know I played the first Divinity on GoG and liked it but I dont remember much. I'll have to check out the KoTOR mod - that was a game I really liked when I had it on original xbox but it did break my heart that you couldnt romance another female character at the time. I'll have to revisit :)
Currently playing Knight Bewitched, I'm guessing I'm just not far enough in for the relationship to be anywhere yet. Currently lost in some caves, go figure :)
I will gladly take any and all recommendations, my one big hang up with a lot of yuri titles is that the characters look like they are 12 - even if the game SAYS they are 20 or 22 or whatever if they dont look like an adult its just....yeah I cant :( Like Highway Blossoms, for me that game was better without the adult content; but Summer Hong Kong 1986 the adult patch added to the story. Maybe I'm just weird.
