2. create a new mods folder,
3. install LA. Roads through openIV, thus seeing which files were edited.
you have to most certainly re-install your mods folder (re-copy vanilla files, re-install REDUX) since LA Roards uses same archives as REDUX.
sadly there is no easy way like with a mod manager where you can enable/disable certain mods.
I Just gave you instructions on how to determine which archives are effected by LA Roads.
Alternatively you can open up assembly.xml in your LA Roads .oiv package and look for directories used.
