So i do have a ryzen 7 1700x, and i did not experience any problems. Maybe your gpu is the issue? have you tried reinstalling GPU drivers? I did change things for me, albeit just a little, but i'm also running a 1080 ti, i'm afraid.
Before doing that make sure you disable driver signature enforcement.
Go start menu, type cmd. Right click, run as admin.
Type bcdedit -set TESTSIGNING ON
i suggest you also go into the control pannel-system and security-system. On the right click on advanced system settings. Go on hardware tab, and click on device installation settings, and then NO.
Reboot, reinstall everything (go on amd website for the drivers), then re-enable driver signature.
same, start - cmd- run as admin - type

reboot.
