for me it sounds more like a enb issue where it constantly adjusts the brightness.
@anderj
can you make a video and upload it somewhere so i get a better understanding on whats going on?
Just broke my game with car replace pack so it'll be tommorow with the video.
Can someone please share there graphic settings with a 980gtx?
Edit: Video will be uploaded by tomorrow morning, low upload speed and large file size for quality..

i have to test it on vanilla gta to see if its in the game engine and if it can be helped.
but its not that flickering i thought, its just adjusts brightness when the sunlight brightness reaches a certain amount and cant go higher.
looking into it...
Nope its not in the vanilla game, no brightness change while looking into the sun.
Oh and last night I played around a bit and broke mods folder so today I reinstalled. But I didn't copy any folders before installing I just installed the oiv file and OpenIV copied over only the files that where being modified.
So now my mods folder only takes up 38gb instead of the 60gb it should.
Played the game a bit and didn't find any issues with this kind of installation :)
-Edit-
After rebuiling/defragmenting the whole gta folder with OpenIV. The mods folder is down to 33.5gb and the game is working perfectly
@Screaming Nipples
I just installed L.A roads over redux I have to say it looks better, at least for me. Maybe try it out :)
