the only reason why GTA5 would re-download the vanilla files is when they are altered/modified.
Since Redux v1.1 you have to choose "mods folder" when installing trough openIV, maybe you watched an out-dated video-tutorial.
i recommend making a backup of your vanilla/unmodded GTA V folder in a zip file after every update, if you got enough space (don't need to do that on a SSD).
It's very easy to mess up your game files when modding.
