Any way to Modify how many bullets a Ped takes before dropping AND Dying?

I've been trying to fine tune my LSPDFR, and i'd like to reduce how many shots it could take to down a criminal (Peds for that matter). Is there any way to do this?

redux pretty much does this already. Shooting someone in the leg no longer kills them. You can use a trainer to decrease your weapon damage, but not sure how well that works.

you can set NPCs health, armor and thresholds in the pedhealth.meta
the file can be found in mods/common.rpf/data/

Thanks. I tried looking online, but couldn't find the answer. Does "Strong" Refer to the player character, and Average refer to police, Weak to civs?

No, its all NPC's, some are stronger than others.
Like if you get into a Fistfight, some take longer to take down than others
