If I were to take a shot in the dark, when the video of made the fix for the framerate lock wasn't as thorough as it is now. While it is possible to unlock the physics engine's framerate now, it most likely wasn't at the time of the video's release.

Okay, I'm not talking about the original video, though. I'm talking about the video made to advertise the curator page and group, which still referenced the game as having physics tied to the framerate.

Except it's not tied to framerate in the usual sense. If it were, the second command would still have the game being crazy as balls because the physics would be entirely incapable of handling 60fps. It seems to me that the physics do have some degree of framerate dependency, but all that really means is that you have to manually tell the game to operate the game environment in a manner friendly to higher framerates.

Now keep in mind I am in no way defending any of the decisions made in the process of development for Rivals. It is absolutely terrible that you should ever even need to use a command line function to do this, and it's absolutely terrible that those involved actually went back on their word with regards to the 30fps lock. But the fact remains that the physics aren't tied to the framerate, at least not in the way we usually think of it.
