Report a translation problem
When I had to restart again yesterday for Windows updates, it initially appeared the library was lost save for the the game I had tested, but when I went to play it, got the "do you want to request authorization' dialog, and then after filling out the steps, steam goes "Oh, you are already authroized" , and the shared library suddenly reappeared.
EDIT: Updating to Steam Beta seems to have fixed it for now.
Same here. Hopefully someone'll find a way to fix this or we wait untill Valve fixes it :(
Just today this has started happening to me.
Been enabled since Steam Guard was available.
I know this thread is old, but I found it with google and maybe I can help someone with the same problem.
Go to Steam/Settings/Account and press the "Change" Button on "Beta participation:" and choose the "Beta Steam Update".
Now Steam want to update, so restart it and try to start a game of your friend. Press request access and it will work now.

Had you anytime normal access to the chosen account? Maybe your account or your PC is not correct unlocked.
