DLC Sharing if the borrower owns the base game
My brother and I both own Civ V. He owns the Brave New World DLC, whereas I don't. When he shares his library onto my computer, I do not see the DLC as available in the "view DLC menu" of CIv V - in fact his game library is not visible in my Steam at all because he doesn't own any base games that I don't own. Why is it the case that if I didn't own the base game, I could play his copy as well as the DLC, but if I do own the base game, then I can't access his DLCs? This is punishing me for buying the game.

A guest will have access to the account holder’s DLC, but guests may not purchase DLC for a base game they don't own. Any player may purchase, trade, earn, or otherwise acquire in-game content while playing a game, but in-game items cannot be shared between accounts. These items remain the property of the account that purchased or acquired them, whether borrowing or lending the base game.

^Unhelpful. The issue OP described is prevalent and appears to be a bug, though I doubt a fix will be coming any time soon (I'm certain that the current family sharing rules are already unpopular with publishers. Imagine more lax ones.)

This is from the FAQ, which states that I should be able to access the account holder's DLC. Which in this case I clearly can not.
