That had crossed my mind, but I'm inclined to say that that method is okay, because 1) 7-Zip is my archiver of choice, and I'm betting there's a way to just do the same thing in the Windows/Mac/Linux file browsers, and 2) you're not adding files that are specifically made to get around Steam's DRM, it's no different than getting a Steam game to work DRM-free by deleting steam_api.dll; the .dll in Gravity Circuit's case just happens to be archived as part of one big file instead of everything for the game being uncompressed to a folder.
EDIT: I just checked Gravity Circuit again, since it got an update yesterday, and using the 7-Zip method to delete that folder inside of the .exe, it literally is a steam_api.dll file that's being deleted, so it's no different than deleting the same file from a game that doesn't have everything in one big archival file.
I deleted the posts to avoid any complications for the Group and Thread or furture readers. Although my posts continue present in your posts quotes so you'd all need to delete my quotes and posts from your posts too.
I actually don't remember being required to start Steam on Portal 2. Though it could be that I tested it long ago, so maybe they've updated it to require the client running? I really have no idea.

They said they'd try to get it to GOG after it's out of Early Access, I believe.
EDIT: And we're updated!

Yeah, a lot of companies do that. I've downloaded games from the Epic Store that also have the Steam .dlls included, sometimes they're all just the same. (Which is how it should be, honestly. Why make some versions that are locked down if you don't mind releasing them without restrictions elsewhere?)
