Credit Card Refund for Verification

Hello Support Team, I have a question about the credit card ownership verification on Steam. Can the money paid for the verification be refunded after it's completed? The $3,14 is important for us players, as it's just a verification and shouldn't involve a cost. I appreciate your help with this. Thank you and have a nice day.
