my country is in the [Countries/regions with the ability to send payments] list and can't receive payments, this means I can't publish a game on steam as a Maldivian right?, I'm quite not experienced in this area as I'm 18,

so If I can't does this mean I can't receive any profit for what I'm making on any publishing platforms or is there a other way?, my brother got some money from his steam friend living in America so I'm wondering since I'm a hobby game developer
