Valve would actually stand to make MORE money if the error was fixed, because these items are being sold drastically below their actual value, so Valve's 10% cut is smaller.
Someone has noticed the price error and they make sure they are at the top of the buy order list all the time. Whenever anyone lists an item for the incorrect price, (currently 23c) they get it.
Then they immediately re-sell it for $2-$3. If you try to place a higher buy order, they just sell you one of their capes for $1.80 or whatever the highest b/o is, still making profit.
If you look at the graph you can see the wild fluctuations in price. Each one of those low sales is someone losing profit (sellers and Valve included) while the other guy profits.
