Are Winter Sale Event 2019 backgrounds still obtainable?

Many backgrounds can either be obtained via the steam community market, trading, or the steam points shop. But I think some backgrounds/wallpapers, particularly ones from the older steam sales, were only obtainable during the event. This would be great for me since I'm looking to use a background that you can't get anymore to prevent account impersonation.

Does anyone know if it's still possible to obtain wallpapers from this event?
