DEI-ing 'history', and uplifting/tokenizing figures/civilizations far beyond their post like this is just another example of the reality of history, it doesn't care about your feelings and the left being mad 'history' lacking in 'diversity' in the areas they require angers them to no end. That's how they end up getting their shills like Thomas Lockley, who was the Assasins Creed: Shadows shill write a propaganda book in Japan, which journos then referenced back to as evidence of Yasuke being a Samurai in wikipedia.
They have to make things up and the big tell is how they rage-cancel people on their safe-space forums who dare go against the grain and not just accept 'their truth'.

They unironically try and say Charlotte, queen of George III was black, depict Isaac Newton as black etc.
On the female side, I would even argue that Sobekneferu had a way shorter reign but she was more relevant if you want to go with the strong female ruler motto. And more specially if you want to go with the change of civs theme that the game want to have.
It seem bizarre to me that they go with constant classics (Napoleon, Isabella) in some but them in other they shift to popularly unknown leaders (some of which even weren't civ leaders at all).

why focusing in a "secondary character", when there are "bigger" and more "relevant characters" (but still not well known, since every now and then new facts are found or recovered). the more popular and relevant a historical character was, the more data will be about it (positive, negative, as well as fake, but all useful to speculate more about what is more probable to be "accurate" rather than "revisionist").
and im not against adding such "secondary characters", but to include them, those should be presented as part of sidequests and minor events: in a game about "civilisations and war", i would prefer to learn a bit more more of genghis khan, than his third cousin, o some less known ruler that did a few interesting things, but not as impressive as those to the "main guy".
i agree with op, their choices for some characters appear to be biased by something foreign to the nature of the franchise and the game itself, therefore i agree is ok to call them "bizarre" (and maybe "woke").
