does mp_friendlyfire not work? thats what it used to be at least. i think some maps can override friendly fire settings too so be aware of that

PvP is possible by means of changing player classification, but it's limited and performs poorly. If you want to play deathmatch, SC isn't your game.

With Sparks being the only real answer,
you could either:
mess with mp_friendlyfire/sv_friendlyfire/mp_teamlist/mp_teamplay "1" which turns on deathmatch mode once teamplay is on
or
make a plugin that handles giving like some (lower %) of damage when it's player to player.

Last one seems like it is the better option to me as doesn't look like you want deathmatch. the teamslist way actually works and to my knowledge is used on certain maps with teams.
