A guy made a video on this, and it was about Klown's config, i timestamped the part about lod bias.
Also mastercomfig low , my game looks just about the same.

Also this thread might be easier to follow.

As for the crosshair, after some digging i found this tftv thread that has it
https://www.teamfortress.tv/35367/vtf-crosshair-pack (on the imgur link one of the crosshairs is the one you asked)
edit about the crosshairs : hmmm i put the instalation correctly in my game and it didint work neither on sv pure 1 or sv pure 2. at the end OP put a link of the cfg .tf crosshair thing but isn't that shit so outdated it doesen't work? ill try it and edit more if t works
edit : hmm i think i was just selecting them the wrong way. i was doing cl_crosshair_file [name] and i get the purple checkerboard thing
I think i found why they're not working. Since these are very old crosshairs, you originally put them in custom, which still applies.
However when you install them the file directory would look like this.
tf/custom/custom_things/materials/vgui/replay/thumbnails/crosshairhere.vtf
After installing a recent custom crosshair off of gamebanana the way the author specified it, the directory looked lke this.
tf/custom/custom_things/materials/vgui/crosshairs/crosshairhere.vtf
AND i was able to select them from the menu too. I think that's how you can install them properly. I'm guessing (and it's probably true) that the game worked differently, and installing them like this worked before, but TFTeam updated and changed that.
ANOTHER EDIT : Hmm when i did this to these old crosshairs all they gave me was blue checkerboard thing. Both the ones from the tftv thread and the cfg tf part he linked. they all have vmt and vtf so i'm not sure what it could be. maybe they're too outdated? I remeber that KBNHud has a crosshair similar to the one you're looking for, so i'll try getting it from it instead to see what happens.
