Agent,yes you can. boarding docks can take them and if damaged,repair ships

Go here: http://starruler.blind-mind.com/mods or visit the official star ruler forum to get mods. After downloading, simply drop the mod folder to steam\steamapps\common\starruler\mods and start the game with one of the mods selected.

As far as mods go, you should definately have a look at FRB and Galactic Armory.
