City Building Time!

After issuing a charter to the PCs granting them permission to establish
a colony in the area, a shipment arrives of shipment of gold, tools, craftsmen, laborers, and colonists eager to make a new life in a new kingdom (this amounts to 50 Build Points with which the PCs can finance the start of their nation and first city).
