One of the Skyrim mods listed above adds her Kvatch armor but you might want to download another mod for pants and it's a replacer for Linwe's armor so don't go to the Ratway

There were others for Skyrim that adds some things allowing to play more like the webcomic, such as a silver dagger and an item for invisibility (I figure this could work like the Grey Cloak of Tomorrow but unfortunately it's not 100% accurate since it's a ring but still)

Edit: So after rummaging the Nexus I found one mod for Fallout 3 that lets you play as Katia:

There's two other 'races' included in the mod, but the author was kind enough to add optional files to remove those other two from the character creation menu
