1) Go to your steam folder in your computer and go down to the Common folder. For Windows (32-bit):
\Program Files\Steam\SteamApps\Common
For linux:
~/.steam/SteamApps/Common
You should see a list of games you have, eg. Half Life 2, Portal, ...
2) Go into the Half Life 2 directory, then to hl2, then to scripts.
3) Check if you have a file named soundmixers.txt. In my case, the error was coming up as the file hadn't been copied, even on a reinstall.
4) If it isn't there, or doesn't work, go back to the Common directory and open up another game that uses the Source engine and was a mod of Half Life 2. Portal is perfect for this. Inside the portal directory is another hl2 directory, with a scripts file. Check this directory for a working soundmixers.txt file.
5) Assuming you can run Portal fine (if you are using Portal to copy files from like I did), copy the soundmixers.txt file across to Half Life 2's hl2/scripts directory.
The error should be gone, but you might have a few more files that error out, in each case, you do the exact same procedure, go to the Portal directory, or whichever HL2 mod you are using, go to it's scripts folder, assuming scripts is mentioned in the error message, copy the file that errors into Half Life 2/hl2/scripts/. Repeat until it either works perfectly (like mine did) or it is so bricked that it gives no error message and simply crashes at which point delete local content, check the SteamApps/Common directory to make sure the game is gone, then reinstall from a backup or from Steam.
