A common problem lately i read at this recent Steam thread without a solution (the guy saying Steam Support has a solution doesn’t provide it on the forum)
https://steamcommunity.com/discussions/forum/1/3080999687758639810/

Before you watch the following Youtube vids given all the way down, i'll have to say the following. Please read it all before trying anything. Perhaps you already have a clue to what would be most likely the case when you read it. If you have no clue, start with the easy options from the video's before going to what i wrote.
  • If it's your proxy settings and you are on a trusted communal network (campus, work-related, or something similar) you have to ask the network admin to give permission to Steam and your games.
NOT always possible for a trusted communal network or public network like (Internet) café, public library, hotspots. They have their own safety protocols to uphold. At public network you should not have proxy settings to anything else then your own (automated as shown in both video's). A recreation center might belong to either group, sometimes they know their customers well, other centers might not know them well enough.

  • Re-install might solve the problem but sometimes it needs to be a clean re-install: no old steam files left and in such a case it's not just files from the steam installation folder as "every-one" on Steam forums say, but also from elsewhere. Steam needs to be propperly uninstalled, not "deleted".

  • In my eyes it's never advisable to just turn off AV and/or firewall. Giving permission to be on the whitelist should do it if that's the option. See the executables in the chapter "Troubleshooting Steps"in the firewall article presented below. If they're not in your FW and/or AV permissions, add them. If they're there, remove them and do as the article says.

Antivirus software reports Steam games are malicious

  • Resetting Steam (in the 2nd video, a browser) the light way:
go to your Steam settings -> Web Browser
-> Delete Web Browser Cache + Remove all browser Cookies

  • When all of this doesn’t work there’s a way to reset Steam he more elaborately, but i would need to know your OS for it slightly differs from OS to OS. Perhaps you know how “flusconfig” on your system works. However, be advised that most of the time that answer is given on Steam it is incomplete leaving many Ppl stuck with the problem in cases where it indeed would’ve been a solution if complete info would’ve been given. Most important: Throw away old shortcuts to launchers as provided in the firewall article from desktop, start menu, task bar, quick start or where-ever. If you would use an old shortcut you might end up with the old executable settings/permissions.

A few possible solutions

More or less the same + one more possible reason this error may occur.
