What is actually holding Neocron 3 back from being fully realized?

Disclaimer: I'm not savvy to the ins.outs of the gaming industry on the financial level (or any level at that) so sorry for dumb question.

To my level of knowledge, would it not be "easy" enough to just use unreal engine or some other contemporary engine and just build the same game with updated features? I mean look at a game like Palworld that is pretty damn simplistic and even uses pre-made assets. I feel like if there was ever a time for a Neocron 3 it would be now when there's far more cost-effective options to game development. Not to mention the online gaming scene is so convoluted and dry. I think people would be a lot more responsive to the vision now especially after the success of Cyberpunk 2077.
