Can I transfer my authenticator to my new phone?

Yes, you can.

To transfer your authenticator to a new phone, you'll need one of two things: access to the phone number associated with your account (so we can send you a text message to confirm it's you) or the recovery code you wrote down when you set up the authenticator.

From the Steam Mobile app on your new device, try to log into your account. When the app asks for your authenticator code, select "Please help, I no longer have access to my Mobile Authenticator codes." Follow the steps the app provides and you can either: transfer your authenticator to the new device or remove it from the previous device.

Interestingly, if you go to your Account page, https://store.steampowered.com/account/ , and click Manage your phone number, https://store.steampowered.com/phone/manage , and then click on either Change number or Remove number, you are presented in both cases with only one option: Remove with SMS code, and both buttons call the same function: javascript:submitRemoveWithSmsCode( 1 );.

So it seems that, in order to remove the old phone number from your account using the Recovery Code, you need to have access to a new number. While in the case of the option Change number you necessarily have a new number, it might be appropriate to be able to remove a phone number (from the Account page, using the Recovery Code) without the need for access to a new number--since you could do so anyway if in possession of the Recovery Code plus any phone number.
