Report a translation problem
Unless you've verified the game cache, you may not have latest patches on Steam downloaded.
If not, save your stainless steel download elsewhere, run 'verify system cache' and then reinstall the mod according to instructions (there is a guide in our Modding sub-forum).
Check that Steam is added as an exception to your AV/firewall to allow it run uninterrupted and ensure you have run a full driver update. A good program to use is IOBit Driver Booster 2 which is freeware that will check all system drivers for you without having to do individually and no junk download/spam either.
Good computer hygiene may help identify and solve the problem.
If you've used other mods like TATW that edit core game files, you can't fix by verifying, you will need a clean install; but this doesn't sound like your problem here.
It sounds as if the issue is an operating system one and not a game one. You might check out updates for Adobe Flash drive or equivalent display drivers, IOBit should do this for you with a one click evaluation of all drivers.
