The limit is 200Mb, there was some wiggle-room given how the file is compressed on Steam, but this is being resolved shortly.

Can I get more data about Problem #3. I've tried to reproduce this but I don't get a freeze. Can you tell me the exact add-ons you're using?

Weird, what resolution are you running at? Also, did you change from fullscreen to windowed or alter your video resolution at all while the game was running?

This is something we'd like to do moving forward, but is going to be outside the scope of what we're doing with this update (since that requires changes to Steam).

I believe it'll follow the same rules as downloading any other game content in terms of bandwidth and should limit that when you play other games, etc.

Steam should be caching the item in the background (even when the game is not active) but the file isn't written to your disk in the /addons/workshop folder until the game starts up. The game attempts to do this immediately and in the background as the it's running.

No, there is no integrity verification in that case. Open up the VPK in question and look about 3/4 of the way through the file to see if it's all zeros. If it is, it's still the corrupted version.

That's exactly what it means, but it doesn't seem clear to people. I've just checked in some code to actually show you the currently downloading item (and how many items total are being downloaded) and the download's progress. This should give you all a better idea of what's happening behind the scenes.
