there is hope of a PC steam release ? I know that playstation vita is for japanese market only but I think that a steam PC version can be a commercial success because many western kantai fans are PC players.

I wouldn't get your hopes up, it's not very likely. But it's not exclusive to Japan; the Vita is region-free so if you're really looking to play (and own a Vita), import it. It'll play just fine, and there's no need to worry about translating or learning Japanese for it. You can navigate and play pretty easily, whether or not you're familiar with the original game, and there's plenty of support online.

If there would be a port to PC, I would say Kancolle Arcade seems more worth it than Kancolle Kai.
