Either Valentine or Pucci. These are the only 3 I can think of that actually had a motive other than "I'm bad because yes", not saying every other jojo villain is bland (none of them are, actually), but they had more depth than the rest. Pucci and Valentine actually believed in a cause that was indeed sefless, Pucci wanted to bring his vision of happiness to the world and Valentine wanted to secure the safety and power of the USA. All of them eventually did bad things and each deserved their fate (kira deserved way more, if Dead Man's Questions is canon and that was his fate), but I think these 2 had real motives that weren't just for their own gain. But if I had to choose one, definetly Valentine. My favorite villain that also happens to possess my favorite Stand.
