1. It's not canon. Eyes of Heaven is basically a JoJo's Bizarre Adventure fanfiction.
2, The World Over Heaven is still the same stand type as Star Platinum, and there was Star Platinum Over Heaven as well.
3. Surprise, surprise, Star Platinum Over Heaven defeated The World Over Heaven.
Aight, now here's the stand I think is the strongest - that (obviously) being Gold Experience Requiem.
It's literally busted. It can revert actions to "zero", nullifying the whole process and preventing it from becoming "real". Just try to do something against GER and it'll get instantly nullified. GER's life giving powers don't really matter, they're stronger that regular Gold Experience's, but the ability to nullify all the actions and to prevent them from happening is the game breaker. Are there any stands who'd be capable of defeating GER? I don't really think so. D4C: Love Train and Tusk: ACT 4 could try to fight with it, but both the ability to redirect misfortune and the infinite Spin won't be able to overpower GER's ability to revert actions to "zero".
Now, with that rude remark out of the way, let me tell you why (obviously) was The World Over Heaven able to defeat GER, even though GER is able to nullify all the actions.
Plot ar-
The World Over Heaven's ability is to overwrite reality and that allows Heaven Ascension DIO to rewrite literally anything he wants to. By that, he was able to nullify both GER and Tusk: ACT 4. And The World Over Heaven would obviously be able to nullify D4C: Love Train doing the fight between Heaven Ascension DIO and Funny Valentine.
So why I don't consider The World Over Heaven to be the strongest stand in all of JoJo's Bizarre Adventure? It's simple - like in Stardust Crusaders, The World Over Heaven is the same type of stand like Star Platinum. And because of that, we got Star Platinum Over Heaven as well, with the same ability of overwriting reality. Plus Jotaro (with some aid from Jolyne) was able to defeat Heaven Ascension DIO. Ergo, Star Platinum Over Heaven should be considered the strongest stand in JoJo's Bizarre Adventure, right? It was able to defeat The World Over Heaven, just like Star Platinum was able to beat The World in Stardust Crusaders. Furthermore, we see the new timeline during the credits of Eyes of Heaven, with all the deaths from the previous timeline prevented.
Here's a weird (at least in my opinion) weakness of both The World Over Heaven and Star Platinum Over Heaven - those stands can be used as long as their stand users' hands are intact. Heaven Ascension DIO lost the ability to use The World Over Heaven because his hands had been destroyed as a result of merging original DIO's bracelets with Heaven Ascension DIO's bracelets because, as Funny Valentine had said, identical objects/beings from different worlds are unable to exist simultaneously.
So, if Funny Valentine was lucky enough to get original DIO's bracelets and merge them with Heaven Ascension DIO's bracelets, he could've won the fight against Heaven Ascension DIO and nullify The World Over Heaven in progress. I'm certain that'd be the same case with Jotaro if he had anything wrapped around his hands.
