Sethan is good, but only if it's used to take an enemy by surprise, or if used stealthily. It's pretty bad if used in a direct conflict.

I would consider Hey Ya! to be one of the worst but best stands ever. I like that it didn't actuallly give pocoloco luck but just cheered him on. If you consider the worst stand to be the most useless then it would be Hey Ya!

I know i originally said i think King Crimson is the worst stand so far, but after doing some more research and evaluating several different ways a stand could be used, I feel the overall worst stand in the series, so far, is Superfly. This is due to the user's inablitiy to leave the vicinity of the stand's area. If someone was to ignore you while you were trapped within the tower, Superfly would be useless and overall, it would trap you until you die of hunger/thrist. The ability of the stand's usefulness is based completely on the user. Other stands may be partially based upon the user's own abilities, but Superfly is one that is 100% based on the user's ability to coax someone into stepping into the tower. These reasons are why Superfly is the worst stand in Jojo. (The fight was pretty cool though)

(I would have said cheap trick, but if you're a person with evil intent, you can use it to leave your mark behind on the world and screw people over while you're dead)

Is this bait or legit? It sounds legit, I can understand points 2-3, but Act 3 + 4 are far from useless.
