I'd say it's a VN with RPG elements myself it's on the VN data base it has the old school 8bit RPG stuff and puzzles but it's more like a VN then an RPG
if you are willing to buy games at Mangagamer be sure to check out visual novels from Innocent Grey. That is Cartagra and both Kara no Shojo games.
Kara no Shojo are amazing detective VNs, but in second half they turn into psychological horror :) Its not for fainthearted. Be warned tho, for they are eroge (thats why they are not on steam).
Another good one that is not overly long is what I'm currently playing: Cafe 0~ The Sleeping Beast. Obv I can't say too much on it since I've not completed it, but I'm thinking it's right up your alley. Very mysterious and feels more interactive than most VNs. I'm able to say this more confidently because this is the 2nd VN from this developer, so I'm familiar with their writing style, it's very good. Their first game had that element however the art/game itself was rough around the edges & made on a low budget - but THIS game (Sleeping Beast) is of a much better production quality & has great voice acting as a plus. (You don't have to play their other game to enjoy this one, either).
I would recommend both but if i need to choose one then definitely Enigma.
And then there is Root Double that i will always recommend, it's a scifi/mystery VN with great characters and good twists, it has some creepy scenes/endings. But it's for the most part a scifi/mystery thriller.
And the best thing of all it's 50% off at the moment, go grab it now!!!
I must say that anyone need to stay away from Notch....
the worst Vn I have ever read... the amount of cringe I got from it is overwhelming.
The text is plain awful... I don't know if whoever translated it did a good job of it or not,
but from what I've read and from the amount of time I played this game I must say that Notch is the worst Visual novel I have ever read.
Now back to the topic,
Lucid9 ( MUST READ !!! not horror but a great mystery and its FREE, but beware of spoilers )
Corpse party ( I don't know how well was done the steam version but the psp one was really shocking ).
Higurashi and Umniku are by far the best ones in steam ( from what I heard, I myself didn't play those games only saw the Higurashi anime series which is a masterpiece ),
and Sound of drop is really good ( I personally liked it )
Dangan Ronpa ( not horror but it is a mystery )
Sickness ( its not on the league of others games here but its a worth try )
oh and I might add Muv Luv ( at least alternative which isn't out yet on steam ).
Now for the VN which aren't going to be on steam ( in the near future or ever )
Kara no shoujo
Saya no uta ( mind fuck... )
Gore Screaming Show ( for those who are sadists )
