Yes, it's down. Maybe not enough activity - there's been a warning on TS the ;ast few days about losing the server if activity is not kept up. You could ask aaltoo by Steam IM or on TS later. Last couple of days I was alone on the server - everyone else playing other stuff or PvP :(
