If you installed the Source SDK Base 2006 after Steampipe was implemented -OR- you allowed Steam to update the Source SDK Base 2006 to the new format, this issue appears. So far the requirement to reverse this is to uninstall the 2006 SDK Base and acquire the GCF files for materials, models, sounds and the base unaltered. Then launch Steam and set the Source SDK Base 2006 to "never update" ... we're just hoping that Valve has a fix for this."
