Keyboard Input Lag/Sticky Keys

After playing for a short while the game will start taking directional (movement) keyboard inputs and running them long after I have since stopped pressing them, store the subsequent inputs then execute them. The mouse and interactions operate perfectly fine. To describe it another way, the player becomes more like a turret mounted to a vehicle travelling on a pre-programmed path. Until it finally finishes executing the keyboard inputs. It's almost like each keystroke duration is multiplied by a very large factor.

I have had this issue to a lesser extent on my old Laptop, but my new PC has this issue to a much larger extreme. This is despite running perfectly smoothly with graphics at max otherwise (compared to my old laptop which didn't even meet minimum specs).
