From what I understand, They contain every possible outcome of every single thing on a piece of paper- Sort of acting as rules for the universe. However, They can be tweaked/ changed to change reality, as you see in Oblivion's Theives guild questline. I think think this is very Similar to the Concept of Alternate Universes in true reality- Differant timelines existing for universes with differant rules, concepts and etc. Therefore, the Scrolls could work by Transporting the changer to a differant alternate universe where everything is the same, but the change they applied remains, aka, Greyfox's curse being removed. Acting as a doorway to every alternative universe- Kinda Like Rick's portal gun lol

Don't know if it's really lore, But In every game (I think), You can find the remains of someone beating their meat to it.

Someone explained it to me once, and if I remember correctly:
C0DA is a concept in the Elder Scrolls that everything everyone does in the Elder Scrolls is reality, but at the same time isn't.

Anyway. It means that both those experiences are true but in alternate universes.
The way I see it it is an excuse for Bethesda to (For example) let the Skyrim dark brotherhood return in a second tes set in Skyrim while some players might have destroyed them.

Doesn't Elder scrolls have "Dragon Breaks" as well that pretty much act as this? From what I understand, A dragon Break is when Multiple people percieve an event to have differant outcomes and differant values, And these ususally only occur as Akatosh's failsafe against One Person's decisions influencing too much. Are these the same as CODA?

The likelihood of the Empire winning is pretty much canon: If The stormcloaks win, Skyrim will just be taken back by a proper legion stuck behind pale pass, As the Legion present in Skyrim are "Farmer bois" according to Tullius.
Likewise, The Stormcloaks, if faced with another Great war, would probably side with the Empire to defeat their common enemy: Aldmeri Dominion. (Simillarly to Hammerfell). If They got the victory they wanted, they may join with the Empire again as Talos worship would be fully-legalised again.
