I had a problem and I couldn't make it work in any way. After I reinstalled the game I installed the announcer again, it worked normally. I think this is the problem, not that people don't know how to install.

Are you installing any mega-kill announcers?
Some users who weren't installing any mega-kill announcers(along with the hero voice-overs) reported this issue happening to them.

i cant install while i tried to install rise announcer only, then i tried to install it with rise megakill (so i install rise announcer+megakill) but the announcer didnt changed, while rise megakill works fine. is this some kinda error in the announcer itself? sry for my bad english but pls help me

You have to uninstall then install again. Check the Harem announcer site for instructions on how to uninstall, then procceed to install again with your chosen announcers.

As for your other problem, check if you are opening it as admin, could be an issue sometimes.
