Turn off Network QoS Packet Scheduler on your PC.
QoS means Quality of Service and what Quality of Service is, is when your computer tells the router to output or input packets(Internet or Data) to your router.

When you disable QoS then your game ping in CS:GO could be lowered significantly by 10 or more to the server. + This could make your computer interacting with the online server much more responsive.

Best thing to do is use ethernet when actually playing a competitive game on counter-strike because cord to your router is much faster than using Wi-Fi to connect to your router.

-------------------------------------Steps To Disable QoS--------------------------------------

Alright here are the steps.

In Windows 8.1 or 7 try typing Network and Sharing Center and bringing it up in a window. (If this doesn't work navigate to Control Panel then go to Network and Internet, then Network and Sharing Center should be in the list. Click it)

New window will pop up called Network and Sharing Center.

Next left click "Change adapter settings"

New window will pop up called Network Connections.

Sense we are using ethernet we are going to right click the "Ethernet" box.

Now click "Properties" then Allow Administrator properties.

New window named "Ethernet Properties" should pop up.

(I am not sure if this works with wireless connection but if so then you can prob do the same with a wireless connection it just won't be called Ethernet when you go into the Network Connection window.)

Now in the list for the Ethernet Properties it should be fairly obvious from here.

Just un-check QoS Packet Scheduler then click OK at the bottom of the window.

That's it hope it helps a tad on the ping issues if you have any! Or even improves performance to your servers!

I like to go into the Ethernet settings by clicking the "Configure" box in the Ethernet Properties window.

My window when I open the configure window is called Intel(R) Ethernet Connection Properties with some extra numbers and letters. It may be fairly similar to yours.

In this window I go to "Link Speed" and turn "Speed and Duplex" to "1.0 Gbps Full Duplex."

There are some other performance enhancements you can do but that's kinda all I do from then on.
