Because they aren't good admins, typically. The kick script doesn't even offer any real benefit since the majority of cheaters have had the game for awhile and bought it. They've avoided VAC bans largely by not doing to much of it to noticably.

How come the admins have to get a kick script for the F2Pers instead of kicking the hackers themselves?

Harassing a newbie is basicly cyber-bulling, and Tf2 players should be above that.
